American Clean Energy and Security Act of 2009 (H.R.254)

House Passage of the American Clean Energy and Security Act of 2009 (H.R.2454) mandates strict energy codes for buildings. The legislation establishes energy efficiency targets for both commercial and residential buildings and requires states to update their building codes to adopt them. Specifically, the bill requires an immediate increase in energy efficiency by 30%, a 50% rise by 2015 and a 5% increase every three years until 2030.
